Dexter Mosely Act Information for Home Study Families
Bulloch County Schools adheres to all requirements of the Dexter Mosely Act (§ 20-2-319.6). Parents of home study students who wish to have their children participate in interscholastic or extracurricular activities at their resident public school should visit the school district's information about the Dexter Mosely Act for more details and instructions. It is the responsibility of the parent to reach out to the school to determine the key dates (tryouts, conditioning, etc) associated with the activity in which they wish to participate, as timelines for advance registration and course participation do apply.
General Information
1Home study students who wish to participate in an extracurricular or interscholastic activity at their resident school may do so, provided the student meets the requirements of the Dexter Mosely Act, Bulloch County Schools, Georgia High School Association, the Georgia Department of Education, and any agencies authorized to set policies and procedures for the interscholastic or extracurricular activity in which the student is participating. The law requires that participating home study students be enrolled in a “qualified course” during each semester of participation and abide by all policies and procedures set forth in the Bulloch County Student Handbook, including the Code of Conduct.
1Students enrolled in Georgia Cyber Academy, Georgia Connections Academy, or any other statewide virtual charter school are not covered by this law and are, therefore, not eligible to participate in extracurricular or interscholastic activities in Bulloch County Schools.
Extracurriculars & Interscholastics: Mandatory Courses

The following high school extracurricular / interscholastic activities require participation in a particular course in order for a student to be eligible for participation:
Note: Students may elect to participate in required courses during both semesters when the “season” is only during a single semester. Students enrolled in courses through the Dexter Mosely Act are not eligible for end-of-year honors, awards, or recognitions.

Middle Schools
At this time, there are no recommended courses for students participating in extracurricular or interscholastic activities, other than those required. Students enrolled in courses through the Dexter Mosely Act are not eligible for end-of-year honors, awards, or recognitions.
All Other Extracurricular of Interscholastic Activities
Applying for Participation
Official Code of Georgia § 20-2-319.6 requires that parents provide a 30-day notice to the resident school prior to the semester in which the student intends to participate. In addition, Bulloch County Schools requires that all students be registered as students and meet all registration requirements (proof of residency, submission of transcripts, etc) at least 30 days prior to participation in any practices, conditioning (mandatory or required), or tryouts associated with the extracurricular or interscholastic activity. Dates for practices, conditioning, and tryouts vary by school. It is the parent’s responsibility to reach out to the school regarding these dates so that all required notifications are submitted in time for participation.
- Step One: Gather the following information that will be needed in order to apply for participation in an interscholastic or extracurricular activity offered by Bulloch County Schools:
- All required registration documents.
- Your Georgia Home Study Declarations of Intent which proves that your student has been a home study student for at least 12 months. If you are unable to find your copies, contact the Georgia Department of Education for assistance. Contact information is found on their Home Study page.
- Your student’s home study transcript, which is needed to establish local eligibility for some extracurricular and interscholastic activities, confirm pre-requisite course completion for enrollment and eligible courses, and must be provided to Georgia High School Association for review and determination of eligibility for any interscholastic activities governed by that agency.
- Step Two: Submit an application to enroll as a part-time student in Bulloch County Schools for the school zone in which your child primarily resides. You will have the opportunity to scan and attach the required registration documents during this step. If you are unable to do so, you may drop them off at the school.
- Step Three: Complete the Request for Home School Extracurricular or Interscholastic Activity Participation form. You will have the opportunity to attach your Georgia Home Study Declarations of Intent and your home study transcript. If you are unable to do so, you may drop them off at the school.
