Invitation to Bid

The Bulloch County Board of Education requests sealed bids from general contractors for the construction of a new generator and replacement of lighting for Stilson Elementary School. Bids will be recieved by the Bulloch County Board of Education's Central Office, located at 150 Williams Road, Suite A, in Statesboro, Georgia, 30458.

• The bids will be publicly opened and read aloud at the Bulloch County Board of Education Office located at 150 Williams Road, Suite A, Statesboro, Georgia, 30458 on October 20, 2026, at 2:00 p.m. local time.
• A mandatory pre-bid conference will be held on September 23, 2026, at 1:00 p.m. local at Stilson Elementary School, located at 15569 Highway 119, in Brooklet, Georgia, 30415. The Pre-bid Conference is mandatory in order to submit a bid. Prospective Bidders not attending the Pre-Bid Conference will not be allowed to submit bids on the project.
• Bidding documents may be obtained with a written request via United States Mail at the office of the architect, James W. Buckley and Associates, Inc., located at 114 North Green Street, in Swainsboro, Georgia 30401, to the attention of Teresa Moore or contact Teresa Moore by email. Written request shall be on company letterhead and include firm name, principal (owner), phone number, and mailing address with project name, dated and signed.
• Additionally, contact Frank Neagle by email about any questions regarding the bid documents or the bid process.
• Contract, if awarded, will be on lump sum basis. No bid may be withdrawn for a period of 35 days after time has been called on the date of opening. Bids must be accompanied by a bid bond and in an amount not less than 5% of the base bid. Both performance bond and a payment bond will be required in an amount equal to 100% of the contract price and executed by a surety company licensed to do business in the State of Georgia and listed in the Department of Treasury Circular 570, latest edition. The Surety Company shall have an A.M. Best Company minimum rating of “A” with a financial size of VII “7” or better. Bonds must be accompanied by letter stating bonding company’s current rating for verification prior to acceptance by the Owner and execution of the formal Owner/Contractor agreement.
• The Owner reserves the right to reject any or all bids and to waive technicalities and informalities and to award the project on whatever basis is in the interest of the Owner.
• Envelope shall be marked ‘Sealed Bid – Stilson Elementary School New Generator and Lighting Replacement”
