Gymnasium Floor Replacement

Project Scope: Bulloch County Schools is considering replacing existing floors at the William James Middle School and Langston Chapel Middle School gyms. This request is to provide interested contractors with sufficient information to enable them to submit quotes to perform work as specified.
Mandatory Pre-Bid Meetings: Contractors must attend the mandatory pre-bid meeting at each of the following two (2) locations:

Bid Deadline & Opening: Sealed bids are due no later than January 22, 2025 at 2:00 p.m. Contractors submitting bids after, will be disqualified. Bids will be opened publicly on January 22, 2025 at 2:10 p.m., at the address listed below:
Base Bid: The scope of work includes the removal of the entirety of all flooring, to include existing Omnisports vinyl flooring and the poured-in-place urethane pad adhered to the concrete slab. Apply floor leveler to concrete slab as necessary to achieve a level, smooth surface prior to installation of the new flooring. The concrete slab shall be cleaned and properly prepared to accept new flooring.
The area to be replaced includes all flooring in each gym. The entire surround and main court in each gymshall be replaced. New flooring shall be installed consisting of Tarkett Tarkolay moisture barrier slip sheet and Omnisports Active + 8.1 mm vinyl flooring in golden maple . The slip sheet under all load bearing areas (under retractable bleachers) shall be adhered to the concrete slab using a multi poxy adhesive with a relative humidity (RH) of not less than 98%. The Omnisports vinyl flooring shall be adhered to the slip sheet throughout the entire floor using the same multi poxy adhesive.
Contractors are responsible for ensuring a proper transition between replacement flooring and existing flooring, including offices, hallways, etc.
Existing retractable bleachers are to be removed by the contractor, including both home and visitor sides ( 2 sides). All bleachers are to be reinstalled by the contractor. The contractor is responsible for complete reinstallation, including any modifications or adjustments required due to any change in floor height realized by differences in flooring thickness. The contractor shall ensure that the bleachers are in full operating condition at the conclusion of the project
Game lines shall be painted on replacement flooring to match all existing game lines at William James Middle School and Langston Chapel Middle School. Contractor shall match all existing game lines, including the school logo at center court. Game lines may exist that are for sports other than basketball.
Game line color shall be determined and approved by Bulloch County Schools.
Contractor shall remove all existing cove base and install a new cove base of a color to be determined by BCS throughout the entire perimeter of the gyms.
Alternate Number 1:The scope of work includes all requirements/scope included in the base bid, except that the main court shall be a golden maple and the entire surrounding flooring shall be blue.
Manufacturer’s Certifications/Alternates: Contractor shall provide certification that accurately identifies the Original Equipment Manufacturer (OEM) of flooring furnished for this project including manufacturer’s name, address and factory location. Alternates to the flooring specified in the base bid may be considered by Owner, provided that they are of a similar quality, construction, standard, and specification. Suppliers of private label flooring for this project must identify themselves as such and fully disclose the OEM information. All manufacturer requirements in these specifications must be complied with by the OEM, including warranties, certifications, qualifications, product data, test results, environmental requirements, performance data, etc.
Mattie Lively Elementary School Heating, Ventilation, and Air Conditioning

Purpose: Bulloch County Schools is accepting subcontract proposals for Mattie Lively Elementary School's heating, ventilation, and air conditioning replacement.
Pre-bid Meeting: A pre-bid meeting will be held at Mattie Lively Elementary School on November 26, 2024 at 10:00 a.m. to discuss the project and introduce the project team.
Requirements: Plans, specifications and addenda are available at no cost here. Subcontractor registration is required prior to accessing plans. Plans, specifications and addenda will also be available in the iSqFt plan room. It is the proposer’s responsibility to check for and acknowledge all addenda prior to submission of bids.

Soft Skills & Trade Skills Partnership

Purpose: Bulloch County Schools seeks a qualified partner to implement a comprehensive supplemental instruction program for high school students across four locations in Bulloch County, Georgia. The program aims to equip students with essential soft skills and provide them with practical insights into trade career opportunities.
Requirements: Interested vendors who submit a proposal are required to complete a Vendor Approval Form if the vendor is not already an approved vendor with the school system (as confirmed by the Bulloch County Schools Accounting Department). The form is provided below in the request for proposal documents as Attachment B. This form must be submitted as the first pages of the bid response unless the vendor has a completed Vendor Approval Form already on file with the school district.
Questions: Should any vendor have questions, a form is included in the bid documents below and labeled as Appendix A. It shall be used, for all questions with one question per form. All questions shall then be e-mailed to the attention of Bethany Gilliam, Director of Career, Technical, and Agricultural Education, Bulloch County Schools, at bgilliam@bullochschools.org. Upon receipt, all questions will be logged, dated, and numbered. All questions and answers to such questions will be posted on this website and can be reviewed here.
Deadline: The deadline for responses to this request for proposals in 3:00 p.m. (Eastern Standard Time), on November 15, 2024. Bid responses must be submitted in a sealed envelope via mail or hand delivery. The sealed envelope must be addressed plainly and completed as shown below:

Bid Award Timeline: The bids that are received by the deadline will be opened on November 18, 2024, at 1:00 p.m. Bulloch County Schools' School Improvement Office expects to award the bid in December 2024.
Large Food Service Equipment

Project: IFB #101724 for Bulloch County School Nutrition Equipment
Purpose: The Bulloch County School Nutrition Program extends an invitation to bid on the purchase and distribution of large food service equipment. The items listed in the bid specifications will be awarded based on the lowest line-item cost for each of the items listed.
- The food service equipment contractor (Contractor) is expected to deliver, uncrate, set in place, remove all packaging from the job site, and make all final connections.
- The contractor will make a site visit to each location to ensure all proper space and utilities are available.
- The contractor is to install and make sure equipment is fully operational as well as demonstrate proper use and care of equipment after installation is complete. There is no loading dock at the locations and if equipment is needed to move the items from the truck inside the building they must be provided by the vendor.

Light-Emitting Diode Lighting Solutions

Purpose: Bulloch County Schools is considering retrofitting and /or replacing existing technologies used for lighting to modern light-emitting diode lighting solutions. This request is to provide interested contractors with sufficient information to enable them to submit a uniform proposal for review by Bulloch County Schools.
Objective: The objective of this solicitation is to identify and select a contractor whose proposal is determined to be the most advantageous to Bulloch County Schools to upgrade and/or replace current, outdated lighting systems to modern light-emitting diode lighting solutions that produce light more efficiently, requiring less energy consumption to produce light, reduce heat generated by lighting, and realize energy cost savings.
Mandatory Pre-bid Meeting: Each contractor shall conduct a thorough lighting audit of existing lighting technologies at each site to be used as the basis for their proposal. All interior and exterior building lighting shall be included in the audit.
- Contractors will have access to locations (listed below) on October 15, 2024 and October 16, 2024 from 8:00 a.m. to 4:00 p.m.
- Each attending contractor must sign in on the designated form as proof of attendance upon arrival at each location.
- Contractors will only be considered for the location(s) attended, and may choose to submit proposals for any individual or combination of sites. However, Bulloch County Schools preferes proposals for all three locations from each contractor.
- Contractors must attend the pre-bid/lighting audit at each of the following three locations:

Deadline: Sealed proposals may be mailed or delivered in person to the attention of Ryan Macy, Director of Facilities Management, 219 Simons Road, Statesboro, Georgia 30548.
- Proposals are due before October 31, 2024 at 2:00 p.m.
- Proposals received after will not be accepted or considered for award.
- Bids will be opened publicly on October 31, 2024 at 2:10 p.m. at the above address.
- Proposals must be submitted in a sealed envelope. Each envelope should be labeled “Light-Emitting Diode Lighting Project Request for Proposals."
- Proposals will be accepted, whether mailed or hand delivered, up to the date and time stipulated in this request for proposals, and no proposals will be accepted if received after.
- No proposal may be withdrawn or modified in any way after the deadline of the request for proposals opening.
