Project: Request for Proposals #FY026-PH2 HVAC

Purpose: Bulloch County Schools is considering the replacement of  existing heating, ventilation, and air-conditioning controls at Brooklet Elementary School and Mill Creek Elementary School.  

Objective:  The objective of this Request for Proposals is to identify and select a vendor whose proposal is determined to be the most advantageous to Bulloch County Schools in replacing existing controllers and related infrastructure by providing automatic control of the building’s heating, ventilation, and air conditioning systems to achieve indoor comfort and management of operating costs by controlling energy consumption.

Pre-bid Site Visits: Vendors will be granted  access to locations between December 1, 2025 through December 19, 2025 and between January 5, 2026 through January 28, 2026 by appointment. To schedule a site visit, you may contact Ryan Macy, Director of Facilities Management, either via telephone at 912.601.4210 or by email. Attendance is not mandatory. Site visits are optional, but highly recommended.

Project locations are as follows:

Proposals are due before January 29, 2026 at 2:00 p.m. Proposals received after will not be accepted or considered for award.  Bids will be opened publicly on January 29, 2026 at 2:10 p.m., at the above address.

Project: Bulloch County Schools is accepting bids to repair and or replace existing roofing components at specified locations. 

General Scope of the Project: The scope of the roofing work is divided into four separate projects as follows: 

• Project #1:William James Middle School
• Project #2: Statesboro High School and Mattie Lively Elementary School
• Project #3: Mill Creek Elementary School, Portal Elementary School, Julia P Bryant Elementary School, and Stilson Elementary School
• Project #4: Southeast Bulloch Bus Garage "George's Place"  and Cedarwood

Please note that for the bid, it is required for bidders to denote the total cost per location and per project.

Pre-Bid Meeting: A non-mandatory pre-bid meeting is scheduled for  December 2, 2025 at 10:00 a.m., at William James Middle School, located at 18809 U.S. Highway 80, in Statesboro, Georgia 30458. Following the meeting at William James Middle School, bidders may visit the other sites.

Bid Deadline: Sealed bids are due no later than January 8, 2026, at 2:00 p.m. Bids will not be accepted after this deadline. Mail or hand deliver sealed bids to the following address:

Project: Bulloch County Schools is accepting bids for one modular bathroom building and three modular classroom buildings. These are to be delivered and set up as described below per the specifications in the project bid documents which are available for download below. This project must be completed and turned over to the owner by March 20, 2026.

General Scope of the Project: These modular buildings are to be delivered and set up as described in the specifications of the project bid documents. All applicable federal, state, and local laws, and in accordance with industry best practices, including delivery, hitch removal, setup, and installation must be performed. Ensure clean-up of all construction debris and remove such debris from the sites. Bulloch County Schools is seeking a qualified and experienced company to perform these services by providing all labor, materials, equipment, and services necessary as assigned by this solicitation.

Pre-Bid Meeting: An optional, but highly recommended pre-bid meeting will be held on October 13, 2025, at 10 a.m., at Nevils Elementary School, located at 8438 Nevils Groveland Road in Statesboro, Georgia.

Bid Deadline: All bids are due by November 14, 2025, at 4 p.m. eastern standard time.

Bid Award Date: The bid is projected to be awarded on December 11, 2025.

Project:  #FY2026-Phase 02

Purpose: Bulloch County Schools is considering retrofitting and /or replacing existing technologies used for lighting  to modern light-emitting diode lighting solutions. This request is to provide interested contractors with sufficient information to enable them to submit a uniform proposal for review by  Bulloch County Schools. 

Objective:  The objective of this solicitation is to identify and select a contractor whose proposal is determined to be the most advantageous to Bulloch County Schools to upgrade and/or replace current, outdated lighting systems to modern light-emitting lighting solutions that produce light more efficiently, requiring less energy consumption to produce light, reduce heat generated by lighting, and realize energy cost savings.

Mandatory Pre-bid/Site Lighting Audit Meeting: Each contractor shall conduct a thorough lighting audit of existing lighting technologies at each site to be used  as the basis for their proposal. All interior and exterior building lighting  shall be included in the audit. Contractors will have access to locations (section 1.2 below)  on October 14, 2025 and October 15, 2025 from 8:00 a.m. until 3:00 p.m.  Each attending contractor must sign in on the designated form as proof of attendance upon arrival at each location.  Contractors will only be considered for the location(s) attended, and may choose to submit proposals for any individual or combination of sites. However, Bulloch County Schools prefers proposals for all three locations from each contractor. Contractors must attend the pre-bid/lighting audit at each of the following three (3) locations:

• Langston Chapel Elementary School, 150 Langston Chapel Road, Statesboro, Georgia 30458
• Langston Chapel  Middle School, 156 Langston Chapel Road, Statesboro, Georgia 30458
• Brooklet Elementary School, 600 West Lane Street, Brooklet, Georgia 30415
