Public Participation* 

     The public may address the Board of Education concerning issues other than specific student or individual matters.  A three-minute time limit will be imposed for each speaker.  A timer will be set and appear on the screen and a buzzer will sound when time expires.  At this point, the speaker will have 10 seconds to conclude remarks. If remarks are not concluded, the speaker will be thanked for their comments and asked to yield the floor.  Passing of time to another person is not allowed.  

     No speaker shall indulge in personal attacks while speaking.  All comments are to be addressed directly to the Board of Education.  Personnel concerns may be addressed in writing to the Superintendent or Chairman of the Board of Education.  The board cannot vote, comment or respond to issues or comments made during public participation.

*A time for public participation is on each regular session's agenda. There is not a time for public participation during work session meetings.

Public Participation at Board Meetings

Georgia's Open and Public Meetings law (O.C.G.A. 50-14-1 (2010) ensures that every public school district's Board of Education meetings be open to the public; however, it does not grant the public the right to speak at the meeting. Therefore, Board of Education meetings are not town hall meetings with open dialogue by the public. They are business meetings that are open for public view. However, the Bulloch County Board of Education does provide the public ways to address the Board about matters of interest or concern.  

The public may address the Board of Education concerning issues other than specific student or individual employee matters by attending Regular Session meetings and signing up to speak during the public participation portion of the meeting. Any matters about specific students or specific employees should be addressed in writing to the superintendent of schools or the chairman of the Board of Education.  

To participate in the Public Participation segment of the meeting,

  • Public participation is included on the agenda of regular session meetings only. A time for public participation is not included on work session meeting agendas.
  • A person will sign their name and topic(s) of concern on the sign-in sheet located at the podium prior to 6:30 p.m., when the meeting begins.

How to propose that a topic be added to a Board meeting agenda

Items of business for a Board meeting agenda may be suggested by Board members, school or district administrators, school district employees, parents, the public or anyone who has pertinent business to bring to the Board's attention. Suggested items of business must be submitted in writing to the Superintendent of Schools or Board of Education Chairman and received in the Office of the Superintendent at least seven days before the meeting in order to ensure consideration for inclusion on the written agenda.

Board of Education meetings are business meetings of the elected governing body of the school district. They are not town hall meetings; therefore, items of business may not be suggested from the floor for discussion nor can action be taken at the same meeting based on public input except at the discretion of the Board chairman or a majority of Board members present. The Board of Education does provide a listening session for public participation at each of its regular session meetings.
